Fellowship Program - Philadelphia Office of Emergency Management
The Philadelphia Office of Emergency Management (OEM) is recruiting for students, graduate students, and alumni to participate in our Fellowship Program this summer. Below is our recruitment flyer with additional information and application instructions.
Students must submit their application (Cover Letter, Resume, and a Brief Writing Sample) no later than April 13th. Selected candidates will be interviewed between April 17th and April 27th. Applications should be sent via email to joshua.martenson@phila.gov with the subject Summer Fellowship Application.
In addition to students/alumni interested in emergency management we are actively seeking individuals with an interest in education and curriculum development to help us grow our preparedness program in Philadelphia schools.

Interested in Emergency Management?
The Philadelphia Office of Emergency Management (OEM) is seeking highly-motivated graduate or undergraduate students interested in careers in emergency management, public affairs, education, public health, or journalism for summer fellowships.
The OEM Fellowship Program
The OEM Fellowship Program offers students a unique opportunity to work on a variety of issues and take responsibility for important projects. Fellows will have the opportunity to specialize in areas of particular interest and gain exposure to all aspects of OEM planning and operations. Some of the projects focus on infrastructure, human services, logistics, video production, teaching workshops, and other planning initiatives.
Requirements
Summer Fellows must:
- Commit at least 24 hours weekly;
- Sign a non-disclosure agreement; and,
- Be subject to a criminal background check due to the sensitivity of our work.
Applicants should have strong interpersonal, writing, and oral communication skills. Professionalism, the ability to work individually and in teams, and flexibility are essential.
Application Instructions
Applicants should submit:
- A cover letter describing what you would bring to the program and areas of specific interest
- Brief 1-3 page writing sample
- Resume
Applications are due no later than April 13th, 2018.
Interviews of selected candidates will be conducted April 17th to 27th.

Who Are We?
The Philadelphia Office of Emergency Management is responsible for ensuring the readiness of the City of Philadelphia for emergencies of any kind through an integrated and collaborative program. OEM educates the public on how to prepare for emergencies, works with organizations throughout the city to prepare for emergency contingencies, and coordinates emergency response and recovery operations.
Fellowship Program Details
This opportunity is ideal for highly-motivated graduate or undergraduate students interested in careers in emergency management, homeland security, journalism, education, public health, and human services.
Typical duties will include:
- Independent and team-based research
- Participation in interagency meetings
- Policy development
Fellows may also:
- Support activations of the City’s emergency operations center;
- Observe emergency field response activities as opportunities arise; and
- Participate in off-site visits.
Timeframe
The program starts in June and ends in August. Specific start and end dates are negotiable.
Compensation
This fellowship is unpaid but does offer valuable experience and has resulted in job opportunities for previous participants at a variety of agencies including:
- Philadelphia OEM
- State of Maryland Department of Health and Mental Hygiene
- Montgomery County Department of Public Safety
- The Salvation Army
- Baltimore Emergency Management

Apply for BSOS Undergraduate Experience Funds - Deadline 3/28!
Submit your applications today for BSOS Undergraduate Experience Funds!
These funds assist undergraduate BSOS majors engaged in experiential learning outside the classroom, such as unpaid internships, research, service learning, and professional or academic conferences. The funds are intended to help offset expenses related to such activities like travel/transportation expenses, professional attire, and other opportunity costs (for example: the need to give up a part-time paid job in order to take an unpaid internship).
If you are a BSOS student with financial need that is preventing you from taking advantage of an unpaid opportunity, I encourage you to apply for BSOS Undergraduate Experience Funds.

Fulbright awards provide recent B.S./B.A. graduates (who are also US citizens) with opportunities for international experience, personal enrichment and an open exchange of ideas with citizens of other nations. About 2000 Fulbright fully-funded grants are currently available to over 150 nations. There are two distinct types of grant: study/research awards for students who wish to investigate timely and significant topics abroad, and English Teaching Assistantships. Award Amounts: In general, Fulbright grants for study and teaching cover the following costs: Round-trip transportation to the host country; Maintenance for the academic year, based on living costs in the host country; Medical Insurance; and orientation programs, in some cases. Fulbright study grants may also provide: Book and research allowances; Full or partial tuition, in most cases.
Duration: Approximately one academic year; length and timing of awards varies by individual country and/or region.

April 2018 SMA Conference - looking for volunteers!
The 2018 SMA Conference is looking for student volunteers to assist with various logistical matters throughout the conference April 3rd and 4th. Students would assist in directing people to the graduate poster session room, help out at the registration desk, hand out booklets, etc. Students would be welcome to attend panel discussions or presentations throughout the conference when they're support isn't needed.
THEME:
This Conference will assess what today we rightly or wrongly perceive as historically unprecedented changes from the perspectives of politics and history, sociology, biology, information science, and technological innovation. There is a large body of scientific work that supports the notion that human societies are complex adaptive systems with emergent properties that contain core commonalities, but the actions of which cannot be predicted with certainty. Given the properties of human cognition and social behavior, the question remains: How might nations and societies best position themselves to prepare for and manage the risks associated with rapid change under conditions of fundamental uncertainty? Conference speakers and panelists will address these issues relevant to key domains and dimensions of global security.

New S&T News Release: DHS Announces Deadline for 2018 Cyber Student Volunteer Initiative Applications
WASHINGTON – The Department of Homeland Security reminds interested student candidates that the window for submitting applications for the 2018 Secretary’s Honors Program (SHP) Cyber Student Volunteer Initiative (CSVI) will close at 3 p.m. (EST) March 15.
The application submission, review and selection process started February 15. Applicants will be considered in the order in which they submit their form and the reviews will continue until all selections are made or until the closing deadline. Interested students are encouraged to submit their application early to increase their chances of being selected.
“We highly encourage interested students to submit an application as soon as possible to ensure they are considered for a spot in this highly competitive and coveted DHS cybersecurity internship program,” said SHP CSVI Program Manager Joi Brown.
